Al-Xeon Governorate (Ziun in Arabic) was established on May 4, 2006 where it is the fifth governorate to be created after WPS LOL, Al-Plasma, Al-Xyij and Al-Kremisi; includes 2 cities and 1 uninhabited desert area for a total of 3 areas of the entire governorate.

Al-Xeon Governorate has a population of 1.92 million and has an area of 4,439 sq km and is located in the northern area of the country, the capital Al-Xeon dates back to 1550 when it was established where the old city was built between 1510 and 1550, while the new city was built between 2009 and 2018 (the city of Al-Xeon was historically divided into other cities of the whole area where subsequently the other cities of the area were reunified in 1925 with the conquest British), the city under the British had a great industrial and military development also in terms of wealth, the population despite the strong tribality did not have too many problems with the British (a different matter outside the administrative boundaries of Al-Xeon, where in the 1980s popular uprisings began, only in the 2000s did popular uprisings against the British begin in Al-Xeon).

Subsequently between 1990 and 2005 due to the bombings most of the districts were completely destroyed by the conflict against the British and subsequently rebuilt where they were annexed to the new city of Al-Xeon); in addition to Al-Xeon there are peripheral cities or Mina' located south of Al-Xeon located in the peripheral area close to the southern administrative border of Al-Xeon and is a city that dates back to 1939 built by the British where it was a village of desert nomads that over the decades has become a small town, west of this city there is the Al-Xeon military airport (converted to an air base only in 2017); in 2019 Al-Taka city (probably the most conservative area in the country decided to split from Al-Xeon after some popular uprisings among Al-Xeon citizens).

Al-Xeon city was the richest city in the country from its foundation in 1510 till 1991, after which due to the foundation of WPS LOL City, the city went through historical and economic decline, where during the war of independence, the the city of Al-Xeon was dismantled and looted by the rebels who moved all the administrative infrastructure towards the new capital.

Al-Xeon from 1535 until 1991 was the largest city in the country in terms of population and was the capital of this country during the Ottoman and English periods, where in 1991 it was overtaken by the new administrative capital: WPS LOL City, in 2020 the Al-Xeon Governorate was divided into 2 parts (the southern area was given to the new governorate: Zone 8) between the Al-Xeon Mountain and the southern desert part close to the capital WPS LOL City.

The Administrative Palace is located in the northernmost part of the metropolis located near the Mediterranean coast at the Al-Xeon HQ district (the most populated area of the capital).

The languages spoken in the governorate are Arabic and English (the latter being spoken from 1920 onwards during the English colonial period where the city had a great British influence so much so that English is the second most spoken language) while it is the only governorate of the country where Italian is almost non-existent (just under 0.1% of the population speaks Italian also due to the fact that Italian immigration is not concentrated in this area of the country, although the language is beginning to interest young people and in the administrative area of Al-Xeon where there are more and more Italian speakers).

The first historic Governor of Al-Xeon was Muyaddine Zuyn Al'Azraq (last King of the Zuyn Dynasty who has ruled Al-Xeon for 5 centuries chosen by the locals and conservatives of Islamic Democracy) where he ruled for 6 years before with 68% of approval ratings in 2007 and then down to 54% in 2010; subsequently in 2013 Larry Bashir Al-Zuyn will be elected nephew of the last King of the Zuyn Dynasty who will decide under the advice of WPS LOL to abandon the conservative and Islamic system made by his predecessors where he will make a mixed Coalition with the progressive laymen of Onda Fuchsia obtaining the 57% while the conservatives of the Green Party will stop at 40% of the votes; will be confirmed for a second term in 2016 where the coalition will keep power but the Fuchsia Wave Party will change to Black-Fuchsia Wave where the local and tribal Al-Xeon will lose support slipping to 52% where until 2019 it will keep power after which will run again for a third term; subsequently in 2019 "Sefir Daniel Ramses Al-Azraq" will run as a candidate who will make a coalition with local lists of Al-Xeon and the progressive secularists of Onda Nero-Fuchsia excluding the conservatives for the first time obtaining a 58% while the conservatives will slip to 34% of the consensus where he will govern until 2022; the 2022 Elections will not be carried out as they have not been organized due to administrative issues of the WPS LOL where also due to local instability in the Governorate of Al-Xeon has decided to postpone the Elections for 2023 and to deliver them to the local Military of Al- Xeon on a temporary level.
